Vesselina Haralampieva is a Senior Counsel at the European Bank for Reconstruction and Development (EBRD) in London, U.K. She leads the energy and climate change policy and law reform work at the EBRD’s legal department aimed at enabling green transition and sustainable finance across the EBRD’s region of operations. Vesselina advises on matters relating to energy and climate change law and policy, sustainability governance and regulation. She has led key policy initiatives in the CEE region, including the development of ESG guidelines for Warsaw (2021), Romania (2022) and North Macedonia (2022) stock exchanges. Vesselina is one of the originators of the EBRD’s corporate climate governance approach, which supports private and public sector companies in enhancing their governance and management of climate-related risks and opportunities.  Under her lead, the EBRD has launched its first climate litigation review in its region.

She is a member of the Working Group on Climate Change to the Law Society of England and Wales and the EFRAG’s Expert Working Group on Governance (tasked with the development of the new European Sustainability Reporting Standards). Vesselina is admitted to practice as a solicitor in England & Wales and as a lawyer in Bulgaria.  She holds law degrees from Harvard Law School (LL.M.) and Sofia University (MA and LL.B., summa cum laude).
